Description
The Glasgow Water Company (GWC) is a municipal water and wastewater utility serving approximately 20,000 water connections, 7,500 sewer connections, and 5 regional water utilities. The utility is the 10th largest water producer in Kentucky operating two water treatment plants with a combined capacity of 14.5 million gallons per day and a 444 square mile service area comprised of 901 miles of water distribution system. The sewer collection system consists of 151 miles of sewer mains and a wastewater treatment plant with a hydraulic capacity of 10 million gallons per day and a biological capacity of 4 million gallons per day.
The GWC has a talented 55 member staff and engaged Board leadership seeking a forward-thinking, effective leader to be its next General Manager. Under minimal direction and supervision, the General Manager is responsible for the entire operations of the utility, providing safe and dependable services, and ensuring compliance with all regulatory requirements.
Education and Experience
Bachelor’s degree in Engineering, Applied Sciences, Business Management, Public Administration, or related fields is required. A minimum of three (3) years of progressively responsible management and leadership experience is required with experience in utility management (knowledge of the principles and processes of utility operations and administration, best practices, budget preparation, finance, policy formation, strategic planning, public engagement, quality management and Kentucky water law and regulation) preferred.
Essential Functions
This position is responsible for directing, administering, and coordinating all operational, engineering, maintenance, construction, and financial activities of the Utility’s operation within the scope delegated by the Board of Commissioners. This includes significant field and administrative responsibilities; developing and managing annual budgets and capital improvement plans; responding to emergency situations at all hours; hiring, training, and managing personnel; establishing and enforcing work standards while creating a harmonious and productive working relationship with employees; providing regular reports to the Board of Commissioners; and fostering good public relations.
